Why it gets confused. The same person can do both. A creator with 30,000 followers can sell you a video to run as your ad on Monday and a post to their own audience on Tuesday, at completely different prices, for completely different reasons.

Does UGC work better than polished ads?

In paid social it frequently outperforms studio production, because it reads as native to the feed rather than as an interruption. That is a format observation, not a guarantee, and it depends entirely on the hook and the offer behind it.
